Abstract

The article develops an economic and mathematical approach to substantiating partner selection for the joint implementation of construction projects based on the integration of project cost decomposition and cooperative game theory. The relevance of the study is determined by the need to improve the economic performance of construction enterprises under resource constraints, high costs of construction materials, equipment and logistics, as well as by the necessity of forming economically justified partnerships. Three basic scenarios of project implementation are distinguished: individual implementation, partial cooperation and full cooperation. To assess the economic effect of cooperation, a system of coefficients reflecting potential savings in individual cost components is introduced. A characteristic function of a cooperative game is formalized to determine the maximum aggregate profit that a particular coalition of enterprises can obtain from jointly implementing construction projects. The Shapley value is proposed as an instrument for economically justified allocation of the coalition result, since it reflects the marginal contribution of each participant to the joint outcome. It is demonstrated that the emergence of additional coalition profit alone is insufficient to justify partnership formation. Partner selection should simultaneously satisfy the requirements of distribution efficiency, individual and coalition rationality, as well as coalition stability. A generalized stability condition applicable both to the grand coalition and to any non-trivial subset of enterprises is substantiated. The proposed model makes it possible to compare alternative partnership configurations, calculate the expected economic result of cooperation, distribute the generated value among participants and identify stable coalitions. Its practical application can support managerial decisions concerning the selection of contractors, suppliers, construction companies, logistics operators and other participants involved in the joint implementation of construction projects.
