CONCEPTUAL PRINCIPLES FOR ENSURING SOCIO-ECONOMIC SUSTAINABILITY OF TERRITORIAL COMMUNITIES

Abstract

The article substantiates the conceptual principles of ensuring the socio-economic stability of territorial communities of Ukraine in the conditions of growing socio-economic instability, military challenges and the need to increase the efficiency of local self-government. The absence of a holistic conceptual approach that would integrate various components into a single system of local development management is established. On this basis, structural elements of the conceptual principles of ensuring the socio-economic stability of territorial communities are formed. The architecture of the system of ensuring the socio-economic stability of territorial communities is proposed, which includes the conceptual, methodological, subject-object and analytical-result levels that determine the logic of building and functioning of the local development management system. The content of each structural level is substantiated, their functional purpose and features of implementation in the practice of managing territorial communities are determined. A matrix of mutual influence of components of the system of ensuring socio-economic sustainability of territorial communities has been developed, which reflects the nature (determinative, direct, indirect) of interdependence between economic, social, financial, institutional and security components. It has been established that the key role in ensuring socio-economic sustainability is played by economic, social and institutional components, the interaction of which forms the basis for the effective functioning of local socio-economic systems. The practical value of the results obtained lies in the possibility of using the proposed conceptual provisions by local self-government bodies when developing strategies, programs and plans for the socio-economic development of territorial communities.
