METHODOLOGICAL AND APPLIED ASPECTS OF THE FORMATION OF THE REGIONAL POLICY OF ENSURING THE FINANCIAL SECURITY OF THE SMALL BUSINESS SECTOR

The purpose of the study is to substantiate the methodological and applied aspects of the regional policy of ensuring the financial security of the small business sector.
It was concluded that the security of the region is an independent system, at the same time, an intermediate link between the economic security of the state and security at the sectoral and sectoral level. This made it possible to state that at the "input" of the formation of the theoretical and methodological basis of regional security management, we are talking about the spread to the meso-level of principles and approaches characteristic of the state policy of managing the economic security of the state, and at the "output" - management of the economic potential and institutional support of the regional development in order to achieve an environment of effective activity and development of subjects of the regional economy. When forming the methodology for analyzing the financial security of the small business sector of the region, it was established that its structure is determined by the goal and strategic orientations of the regional policy. It is shown that the purpose concerns the analysis, assessment and diagnosis of both the level and structural characteristics of the state of key safety parameters. It was established that the strategic orientations of regional policy in this area are focused in accordance with the provision of the basic elements of the security structure - resource security, stability and sustainability, operational efficiency, protection from risks and threats, and the presence of prerequisites for development.
The applied value of the research results is that the conceptual and structural construction and features of regional policy instruments for managing the financial security of the small business sector of the region have been determined.
The scientific novelty of the research results lies in the further development of the theoretical-methodical and applied foundations of the regional policy of ensuring the financial security of the small business sector.
