INVESTMENT AND SECURITY PRIORITIES OF POST-WAR RESIDENTIAL REAL ESTATE RECONSTRUCTION

Abstract

The article examines the investment and security priorities of the post-war recovery of residential real estate in Ukraine. The recovery of the housing stock cannot be considered solely a process of physically reconstructing destroyed or damaged objects, since housing serves broader socio-economic, infrastructural, and security functions. It is shown that under the conditions of post-war recovery, residential real estate serves as an element of national resilience that combines household social security, energy efficiency, access to basic services, the spatial integrity of communities, and the ability of territories to ensure the return of the population.

The methodological basis of the study is a network analysis of scientific discourse, in which residential real estate is examined in relation to investments, energy efficiency, critical infrastructure, social security, and community resilience. The key directions for the formation of investment and security priorities are identified: the development of energy-efficient reconstruction, modernization of engineering infrastructure, ensuring housing affordability, support for the social and rental housing stock, the application of risk-oriented planning, and the attraction of blended financial mechanisms.

It is established that an effective investment policy for the post-war recovery of residential real estate should integrate economic efficiency, energy resilience, social affordability, and infrastructural security. It is proposed to consider housing reconstruction not as the restoration of individual buildings, but as the formation of a resilient, energy-efficient, and socially oriented housing environment capable of supporting the return of the population, the development of communities, and the long-term security of Ukraine.
