Abstract

The article lays the foundations for an information and analytical framework for the economic development passport of a large urban territorial community (Odesa city) under conditions of decentralization, the digital transformation of public administration, and intensified inter-territorial competition for investment resources. The relevance of the research topic is determined by the need to improve the efficiency of strategic territorial development management through the use of comprehensive information and analytical tools that ensure the validity of managerial decisions, timely monitoring of socio-economic processes, and the formation of long-term directions for urban environment development. The study aims to improve the theoretical and methodological foundations for the formation of an information and analytical framework for the economic development passport of a large urban territorial community (Odesa city).

The article examines the essence of the economic development passport of a territorial community as an integrated analytical and informational instrument for strategic territorial development planning. Its role within the public administration system is determined, and the functional significance of the information and analytical framework in managerial decision-making and ensuring sustainable territorial development is substantiated. A structure of the information and analytical framework for the passport of a large urban territorial community is proposed, consisting of general, demographic, economic, infrastructural, financial and budgetary, investment, and environmental blocks. The formation of the information and analytical framework should be based on the principles of systematicity, comprehensiveness, functional interdependence, and spatial integration of data. The structure proposed in the study reflects the socio-economic condition of the territory, enabling the assessment of its competitiveness, investment attractiveness, and financial capacity, and serving as the informational basis for strategic forecasting of community development. The effectiveness of the information and analytical framework largely depends on the level of integration of statistical, financial, geospatial, and analytical data within a unified decision-support information system. A properly formulated information and analytical framework for the economic development passport lays the groundwork for improving the efficiency of strategic planning, strengthening the community's financial autonomy, creating a favorable investment environment, and ensuring the sustainable functioning of a large city.
