PROGRAM-TARGET APPROACH TO INCREASING ECONOMIC MOBILITY OF SMEs IN UKRAINE

The article substantiates the application of the program-target approach as a tool for enhancing the economic mobility of small and medium-sized enterprises (SMEs) in Ukraine at the regional level. Based on the results of program-target planning for the Lviv region, the feasibility of forming a comprehensive entrepreneurship development program has been identified, integrating sectoral support for large enterprises, SMEs, and innovation infrastructure. It is established that, in the short term, the key priorities include strengthening SME resilience through support for their creation and scaling, improving product quality and competitiveness, and intensifying international, particularly foreign economic, activities. It is argued that short-term measures should ensure synergy with medium-term goals of enhancing business viability through economic mobility and long-term priorities of increasing economic mobility as a factor in strengthening the region’s role in business relocation processes.
A system of goals, objectives, and measures for the SME development program in the Lviv region for 2026–2027 has been developed, covering support for enterprise creation and scaling, improvement of innovation capacity and competitiveness, as well as the expansion of international activities and integration into global markets. Particular attention is paid to the formation of an institutional ecosystem, stimulation of enterprises with innovation potential, and increasing the efficiency of relocation processes. The necessity of supporting SME development trajectories at all stages of their life cycle is substantiated, which contributes to overcoming business fragmentation practices, stimulates scaling, enhances participation in international partnerships and global value chains, and supports the digital and green transition of the economy.
