MANAGING THE EFFECTIVENESS OF AN EDUCATIONAL INSTITUTION: A SYSTEM OF INDICATORS FOR ENSURING THE QUALITY OF GENERAL SECONDARY EDUCATION

The article explores the theoretical and methodological foundations of managing the effectiveness of an educational institution through the development of a comprehensive system of indicators for ensuring the quality of general secondary education. The purpose of the study is to identify key directions and instruments for managing institutional effectiveness, as well as to substantiate a structured system of quality assurance indicators for general secondary education in Ukraine under current socio-economic transformations.
The paper argues for the necessity of shifting from an administrative and intuitive management model to a results-based management approach that relies on clearly defined quantitative and qualitative indicators to assess educational performance. Such a transition enables a more objective evaluation of institutional outcomes and strengthens the alignment between strategic goals and measurable results. It is determined that a comprehensive system of indicators should encompass students’ learning outcomes, the professional capacity of teaching staff, resource provision, financial efficiency, internal organizational processes, and the level of stakeholder satisfaction, including students, parents, and the broader community.
The study demonstrates that the implementation of data-driven management principles enhances the validity and analytical grounding of managerial decisions, contributes to more efficient resource allocation, and allows for the timely identification of problem areas within an educational institution. Particular emphasis is placed on the adaptability, coherence, and systemic nature of the proposed indicators, which are essential for their practical effectiveness in the context of ongoing reforms, wartime challenges, and decentralization processes in Ukraine.
The implementation of the proposed approaches is expected to strengthen the institutional capacity of general secondary education institutions, improve transparency and accountability in governance, and foster a culture of continuous quality improvement. Ultimately, the development and institutionalization of an integrated performance indicator system will contribute to the sustainable development of Ukraine’s educational system and enhance its ability to respond effectively to contemporary societal challenges.
