FUNCTIONAL-INDUSTRY SPECIALIZATION OF INSTITUTIONAL SUPPORT OF SYSTEMIC DEVELOPMENT OF INNOVATIVE ACTIVITIES IN THE REGIONAL ECONOMY

The article substantiates the theoretical and applied foundations for the formation of a functional-sectoral specialization of institutional support for the systemic development of innovation activity in the regional economy. Based on the results of the functional-sectoral analysis, the high relevance of establishing a comprehensive system of institutions capable of ensuring coordinated regulation, coordination, stimulation, and integration of innovation processes in the region is demonstrated. It is determined that contemporary challenges related to innovation transformation, intensification of global competition, and the need to enhance the resilience of the regional economy necessitate a shift from fragmented support of individual sectors to systemic management of innovation development, taking into account intersectoral linkages, resource potential, and strategic development priorities. Key sectors of regional specialization are identified, including the IT sector, mechanical engineering, woodworking and food industries, logistics, and tourism, whose development requires appropriate institutional support. The necessity of forming a developed institutional infrastructure is substantiated, encompassing education and training systems, research centers, financial and credit mechanisms, cluster associations, innovation hubs, and public-private partnership instruments. It is proven that the coherence and complementarity of these elements will contribute to intensifying innovation activity, increasing investment attractiveness, and forming competitive advantages of the region. It is established that the formation of an effective functional-sectoral system of institutional support is a strategic direction of regional policy, capable of ensuring not only the dynamic development of individual sectors but also the long-term coherence of economic transformations, cluster development, the diffusion of innovation culture, and the implementation of next-generation technologies. It is generalized that the implementation of such an approach creates the preconditions for enhancing regional competitiveness, strengthening its position in the national economic space, and integrating into international innovation networks.
