Abstract

The article examines the key imperatives of institutional administration for stabilizing business activity, as well as substantiates the priority areas of adaptive management as a system for countering threats of loss of balance in the modern space of network interaction for the harmonized reproduction of the potential of integrated production chains as the basis for the restoration of the Ukrainian economy.

The features of institutional administration as an expert system of economic interaction, which sets priorities, guidelines and imperatives for all participants in the chain - the state, business, the public, financial institutions, are determined. A systematic approach to setting up adaptive management processes in the format of institutional administration of the potential of integrated production chains through basic interconnected elements is proposed. The feasibility of developing adaptive regulatory and legal frameworks, which act as a modern analogue of institutional algorithms, is substantiated. Such structures allow synchronizing the flows of resources and capital between different partners, ensuring the stability of the entire chain to external shocks through clear regulation of interaction and aimed at three key vectors: infrastructure reconstruction, stimulation of demand for housing and fiscal benefits for producers. The prospects for the implementation of regulatory and legal monads of institutional administration are outlined.
