MARKETING AND INNOVATION FACTORS OF INFLUENCE ON THE COMPETITIVENESS OF DAIRY INDUSTRY ENTERPRISES

The article explores the key aspects of regional policy planning aimed at strengthening the economic mobility of small and medium-sized enterprises (SMEs) in Ukraine under conditions of war, post-war recovery, and European integration. It is substantiated that economic mobility of SMEs should be considered not only as the ability to change markets and production structures, but also as a systemic capacity for adaptation, scaling, innovation, and integration into regional and global value chains. The study emphasizes the decisive role of regional policy instruments in reducing spatial disparities in business development, improving access to infrastructure, finance, digital services, and human capital.
It is determined that effective regional policy should be based on a multi-level governance approach that combines national strategic priorities with smart specialization of regions. Special attention is paid to the development of business ecosystems, industrial parks, clusters, digital platforms, and logistics hubs that enhance interregional cooperation and market access for SMEs. The importance of transport and digital connectivity, institutional support, and public–private partnerships in ensuring business resilience and mobility is highlighted.
The paper identifies the main barriers to SME economic mobility in Ukraine, including uneven regional development, limited access to investment resources, destruction of infrastructure, labor migration, and insufficient integration into innovation networks. It is proved that targeted regional programs, fiscal incentives, decentralization of support instruments, and alignment with EU cohesion policy principles can significantly increase the adaptive capacity and competitiveness of SMEs.
The study concludes that strengthening SME economic mobility requires a comprehensive regional policy that integrates spatial development planning, innovation support, digital transformation, and infrastructure modernization. Such an approach will contribute to balanced regional growth, job creation, and the formation of a flexible and resilient national economy in the context of post-war recovery.
