Abstract

The article provides a comprehensive analysis of the role of architectural and construction practices in Ukraine as a tool for implementing management strategies across different historical periods, with a focus on their impact on the formation and organization of the urban planning environment. The relevance of the study is determined by transformations in the management dimension, the strengthening of normative regulation of spatial development, and the need to integrate architectural and construction activities into contemporary management models. The methodological framework of the research is based on historical-logical, systemic-structural, and legal-regulatory analysis, which made it possible to trace the transformation of management approaches in the field of urban planning from centralized models to integrated, socially oriented, and security-focused strategies. The study establishes that since the proclamation of Ukraine’s independence, architectural and construction practices have acquired the functions of an institutional mechanism for the implementation of state spatial development policy. The decisive role of legal and regulatory acts, in particular laws in the fields of urban planning, cultural heritage protection, and construction standardization, in shaping the management framework of architectural and construction activities is substantiated. It is shown that practices of reconstruction, restoration, and new construction have performed utilitarian, symbolic, and socio-cultural functions, contributing to the affirmation of national identity and the implementation of state strategies. Special attention is paid to the analysis of mechanisms of state architectural and construction control, strategic and integrated territorial planning, as well as the introduction of modern management instruments oriented toward security, inclusion, and sustainable development. It is proven that architectural and construction practices constitute the final stage of the management cycle, in which normative and strategic decisions are materialized in concrete spatial forms. The obtained results may be used in academic research on territorial development management and architecture, as well as in the practice of shaping state and local urban planning policy.
