INNOVATIVE APPROACHES TO FINANCING SOCIAL SERVICES FOR VETERANS IN THE SYSTEM OF SUSTAINABLE DEVELOPMENT

Abstract

The article presents a comprehensive scientific study of innovative approaches to financing social services for veterans in the context of implementing the concept of sustainable development in the post-war transformation of Ukraine. It is substantiated that the traditional model of budget financing of the social sphere in modern conditions does not provide the proper level of quality, accessibility and targeting of social services for veterans, given the growth of their number, the multidimensionality of social needs and significant limitations of the state's financial resources. The work focuses on the need for a systematic review of financial mechanisms for social protection of veterans with the transition from a predominantly compensatory model to an innovative, result-oriented and investment-oriented financing model. Modern theoretical approaches to financing social services are analyzed, and international experience in the use of alternative financial instruments is summarized, in particular, social investments, social impact bonds, public-private partnership mechanisms, co-financing programs with the participation of the public sector and digital financial platforms. It is proven that the integration of innovative financial instruments into the system of social security for veterans contributes to increasing the efficiency of the use of funds, increasing the transparency of financial flows, strengthening the responsibility of social service providers and focusing on achieving measurable social results. Particular attention is paid to the analysis of the Ukrainian context of financing social services for veterans, identifying key institutional, regulatory and organizational barriers that hinder the implementation of innovative approaches. The importance of strengthening the role of the state as a coordinator and guarantor of the sustainability of the financial system of social services is substantiated, while expanding the participation of private business, international donors and public organizations. The author's vision of a structural model of innovative financing of social services for veterans is proposed, which is based on the principles of intersectoral interaction, digitalization of financial processes, orientation on social effect and integration of the reintegration potential of veterans into the socio-economic development of communities.
