GUIDELINES FOR THE FORMATION OF THE SYSTEM OF ECONOMIC SECURITY OF THE REGION UNDER THE CONDITIONS OF WAR AND AT THE STAGE OF POST-WAR RECONSTRUCTION

The study analyzes the issues of managing the economic security of a region. The purpose of the article is to substantiate the guidelines for the formation of the system of economic security of the region under the conditions of war and at the stage of post-war reconstruction. It has been proved that the formation of the system of economic security of the region under the conditions of war and post-war recovery presupposes the expediency of its aggregation from such structural components as the resource-based block, the institutional and managerial subsystem, the diagnostic and analytical apparatus, and the organizational and functional toolkit. It has been shown that the transformation of the system of economic security of the region under the conditions of war and post-war recovery should take place taking into account the specifics of the institutional and managerial limitations of state authorities at the local level. The main specific features of formalizing the parameters of the transformation of the regional economic security system are as follows: balancing between the objective necessity of strengthening the centralization of power and preserving liberal approaches to regulating the development of socio-economic processes; strengthening the priority of meeting the needs of the military-industrial and defense sector of the economy; the expediency of mobilizing the resource capacities of the region; scaling up international cooperation at the regional level and attracting external sources of financing for security measures; and structural restructuring of the logistic flows of the regional economic security system. It is argued that the priority is the formation of an effective organizational and economic toolkit for strengthening the economic security of the region under the conditions of war and post-war recovery, which implies focusing on raising the level of this security in terms of its basic structural and functional components based on diversification of production and scaling of the industrial and economic complexes of the region, increasing the level of budgetary capacity of the region, improving the investment attractiveness of entrepreneurial activity development, innovation and technological modernization of the regional economy, increasing the level of social protection of the most vulnerable population groups, stabilizing destructive demographic processes, ensuring the stability of the functioning of the region’s energy infrastructure, and improving the economic and physical accessibility of food for the population.
