CRITERIA FOR IMPROVING THE INSTITUTIONAL ENVIRONMENT OF INNOVATIVE ACTIVITIES IN THE REGIONAL ECONOMY

The article focuses on the aspects of regional policy for the modernization of the institutional environment of innovation activity at the meso-economic level. The purpose of the article is to substantiate the criteria for improving the institutional environment of innovation activity in the regional economy. It is concluded that the analysis of the institutional environment of innovation can be considered both as a derivative and as an initial element in the methodology of diagnosing regional innovation development. It is shown that these processes are interrelated and mutually conditioned, and accordingly determine such research directions as innovation and technological development and innovation activity in the regional economy, the contribution of innovations and advanced technologies to the progress and strengthening of the competitiveness of the regional economy, the improvement of quality of life, and the completeness and quality of the institutional environment of innovation and technological activity. It is proved that in the analysis of the mentioned aspects, a combination of the most rational methods of scientific analysis is applied, selected according to classification features: the method and purpose of analysis, the nature of the information base, the form of presentation of results, the degree of generalization, the base and level of analysis, and the horizon of conclusions. It is stated that the process of analyzing the institutional environment of regional innovation development involves verifying its compliance with a system of criteria: completeness, quality, capacity, resilience, and efficiency, using a wide range of quantitative and qualitative indicators that characterize its compliance with each of the criteria.
