STATE POLICY FOR THE FORMATION OF A COMPETITIVE BUSINESS ENVIRONMENT AND STRATEGIES TO ENSURE THEIR COMPETITIVENESS IN THE CONTEXT OF UKRAINE’S ECONOMIC RECOVERY

The article presents a comprehensive study of the formation of a competitive environment for Ukrainian enterprises in the context of economic recovery and globalization challenges. The current state of research in the areas of enterprise competitiveness, innovation development, and state economic regulation is analyzed, including works by domestic and foreign authors. The study identifies insufficient exploration of the integration of state policy into the process of creating a favorable competitive environment, which underscores the relevance of the research.
The article defines the research objective as identifying effective mechanisms of state regulation and strategic management tools for enterprises to enhance their competitiveness. A systematic approach to analyzing the interaction between state policy and corporate strategies is developed, encompassing legislative, financial-economic, institutional, administrative, social, and digital mechanisms.
At the macro level, the study analyzes state intervention instruments: competition regulation, financial incentives, development of business support institutions, and integration into international economic structures. At the micro level, strategic approaches of enterprises are examined, including innovation development, product and service differentiation, effective resource management, and the implementation of corporate social responsibility principles.
The experience of European and global countries in regulating food markets is reviewed, models of state intervention are highlighted, and optimal practices for Ukraine are identified. A structural and strategic model for creating a favorable competitive environment for enterprises is proposed, including infrastructure development, modernization of production capacities, workforce development, stimulation of innovation activities, and support for enterprise access to foreign markets.
The article emphasizes the importance of a comprehensive and synergistic approach to state regulation and corporate governance aimed at creating a transparent, stable, and competitive economic environment that ensures sustainable development of the national economy.
