SOCIAL HOUSING PROVISION FOR THE POPULATION OF UKRAINE IN THE CONTEXT OF MODERN REALITIES

Abstract

Solving the housing issue is one of the key tasks of the social policies of the governments of the world's leading countries. In Ukraine, this issue is exacerbated by the consequences of the military conflict, which necessitate the improvement of the national housing policy and the scaling up of social housing creation processes. The article aims to assess the current state of housing provision in Ukraine and determine the need for social housing.

The article examines the essence of the category of "social housing". An analysis of the current level of housing provision for Ukraine's population, in the context of European practice, was conducted. The results of the analysis showed that the actual level of housing provision in Ukraine is 2.0-2.5 times lower than the average indicators in Europe.

An assessment of the scale of housing losses and damage, as well as preliminary forecasts of the investments required for the restoration of the housing stock, was conducted. Losses to the housing stock as a result of the prolonged military conflict are estimated at $ 21.1 billion, and the costs of its restoration are $ 84 billion.

The correlation between the need for social housing and the number of IDPs in the country was revealed. The main categories in need of social housing are IDPs. The most significant number of them is in the Donetsk, Dnipropetrovsk, Kharkiv, Kyiv, Odessa, Luhansk, and Zaporizhia regions. Peak indicators of the need for social housing are observed in Kharkiv, Dnipropetrovsk, Kyiv, Odessa, and Lviv regions.

Key problematic aspects that accompany the process of providing social housing to the population of Ukraine have been identified. Among them, the following require immediate resolution: eliminating the imbalance between the active growth of demand for social housing and the volume of actual housing and financial resources in the country; eliminating administrative and bureaucratic barriers in housing regulation mechanisms; eliminating the uneven distribution of social housing facilities; improving the condition of the housing stock (major repairs, modernization, construction of social housing); achieving stability and predictability in the political, social, economic and demographic landscape of social housing management.
