MECHANISMS FOR ENSURING MIGRATION REGIONS’ SECURITY OF UKRAINE

The article substantiates theoretical and methodological approaches to the development of mechanisms for ensuring migration security of regions under conditions of profound socio-economic instability caused by the full-scale war of the Russian Federation against Ukraine. The research focuses on analyzing the spatial characteristics of external migration processes and the consequences of internal displacement of the population, which require differentiated approaches to decision-making at the regional level. It is argued that the absence of adaptive mechanisms for managing migration risks in conditions of crisis transformations significantly hinders the processes of socio-economic recovery of communities, integration of internally displaced persons (IDPs), as well as the restoration of human capital and labor potential of the territories.
It is substantiated that the effective implementation of state migration policy should be based on the integration of five interrelated components of the migration security mechanism: institutional and legal (adaptation of national legislation to rapidly changing migration conditions); organizational (strengthening the institutional capacity of governance at all levels); financial and economic (establishing a stable resource base for the implementation of relevant measures); infrastructural (spatial organization of the social services network and housing system); information and psychological (fostering social cohesion, positive motivational attitudes, and reintegration models, including the return of labor migrants).
A typology of regions by the level of migration vulnerability has been developed, considering not only the intensity of migration flows but also the integration potential, resilience of local labor markets, and the state of social infrastructure. Conceptual foundations of the National Migration Security Strategy are proposed, aimed at ensuring spatial balance, socio-economic resilience of regions, and inter-agency coordination of policies in the fields of migration, social protection, security, and spatial planning.
