«WAPES» AS AN ELEMENT OF THE INFRASTRUCTURE OF THE GLOBAL LABOR MARKET

The article highlights the socio-economic conditionality of the birth of the World Employment Service (Wapes). The historical facts of evolution and the sequence of stages of the World Employment Association are considered. The authors describe the non -profit international purpose, mission and vision of Wapes. On the basis of the promotion of certain values of fair use of labor, the basic principles of Wapes function are defined. Applying certain principles, the basic functions of the World Employment Services Association are formed. It is established that the members of the World Employment Service (Wapes) are - public employment services or national state bodies responsible for activities related to employment management or implementation of labor market policy.
The expediency of the annual Wapes in the world for public employment services and other invited organizations is substantiated. Of particular importance is the problem of enhancing the stability of defense and security sectors in different countries of the world, including Ukraine, through strategic cooperation between the SES.
The main directions of Wapes functioning and development for the future are proposed, namely: implementation of a person-oriented approach and elimination (softening) of risks in the world of work; concentration of efforts to encourage international cooperation between employment services; Development of ideas and strategies to effectively solve demographic problems, including aging of the population; Human oriented development and use of artificial intelligence in the world of work. The basic criteria for the modern paradigm of the World Employment Services Association (WAPES) are established, in particular: coordination of efforts with DES to strengthen synergy and harmonize cooperation between participating countries on reducing global breakdown in employment, reducing informal employment.
