Abstract

This article substantiates the theoretical and practical aspects of understanding the essence, complexity, and peculiarities of assessing the risks of committing criminal offenses in the economic sphere, emphasizing the role of quantitative indicators. The authors argue for a systemic approach to analyzing economic risks through the lens of criminal behavior, using measurable data to evaluate potential threats. Attention is paid to revealing the components and mechanisms of risk assessment, particularly those associated with the emergence and intensification of unlawful economic activities.
The study highlights a set of strategic and methodological tasks aimed at preventing and countering economic crimes, structured around institutional clusters of state bodies. It is substantiated that the inclusion of a state institution into such a cluster is determined by the presence of functions related to control, regulation, or law enforcement, particularly those oriented toward combating and preventing economic offenses and their consequences.
The research proves that the totality of quantitative indicators used for assessing the risk of committing criminal offenses in the national economy should comprehensively consider the processes of risk emergence, spatial and sectoral concentration, and eventual criminalization. Furthermore, it is shown that identifying systemic vulnerabilities in public administration—especially regarding state oversight—requires the integration of performance-related quantitative data, which serve as criteria for institutional effectiveness and efficiency.
The article also elaborates on the principles for determining and applying quantitative indicators, offering a structured approach to their classification and practical application in public administration, law enforcement, and economic policy-making. These insights are relevant for enhancing national economic security and optimizing mechanisms of state governance in the face of economic threats.
