The main demographic factors affecting the macroeconomic performance of modern China are ageing population, falling birth rates, rising mortality rates, changes in the structure of the population and labour force reduction. In recent Chinese researchers’ publications three main points of view can be distinguished: most scientists believe that population ageing will slow down economic growth, that is, there is a negative correlation between population aging and long-term economic growth rates; the second group of scientists believe that population ageing, on the contrary, will contribute to economic development, as it has a significant impact on technological innovation and qualitative economic development; some scholars have found that the specific impact of population ageing on China's economy is not clear-cut. Based on this, we set out to test the relevant hypotheses by analyzing the trends of demographic processes and their impact on economic growth in modern China, based on a mixed computational methodology.

In the paper the relevant statistical data is analyzed, trends in macroeconomic processes are estimated, a dynamized Cobb-Douglas production function (PF) based on real Chinese data is built and assessed. PF and trend formulas for key indicators are used in a computer (algorithmic) system-dynamic model to forecast key demographic and economic indicators till 2030. The corresponding operators of the simulation model include real data (in the form of lookup functions until 2023) and trend formulas for the model endogenous variables. The values of GDP and GDP per capita are calculated using the constructed PF. Thus, the proposed composition of methods and models is an effective forecasting tool that can be used to conduct computer experiments to substantiate decision-making in the regulation of macroprocesses.
Tetiana BITKOVA, Cai XIN Copyright (c) 2025 Тетяна БІТКОВА, Цай СІНЬ https://creativecommons.org/licenses/by/4.0 https://mdes.khmnu.edu.ua/index.php/mdes/article/view/559 Thu, 15 May 2025 00:00:00 +0300 CONCEPT, DISTINCTIVE FEATURES, AND STAKEHOLDERS OF AN ENTERPRISE STRATEGIC DEVELOPMENT https://mdes.khmnu.edu.ua/index.php/mdes/article/view/574
It is shown that there are different types of an enterprise development, including organizational development, economic development, socio-economic development, innovative development, sustainable development etc. One of the important types of development for Ukrainian enterprises today is the strategic development.

Approaches to understanding the enterprise strategic development have been considered. The author identifies the main elements of leadership. First, leadership is viewed as a set of personality qualities (both innate and acquired) that distinguish an individual from the crowd and determine his/her potential to influence on a group. This approach to leadership theory is reflected in the heroic theory, psychoanalysis, trait theory, charismatic leadership, the Big Five trait model, and emotional leadership. The second element is the understanding of leadership as a result of interaction between the leader and his followers, where the perception of this interaction serves as a stimulus for activities aimed at achieving specific group goals. This aspect is revealed through behavioral, situational theories; transactional and transformational leadership; leadership as service; attributional theory; the theory of «mediated leadership»; the concept of «contact leadership». The third element is the art of delegation and interaction to achieve common goals, meaning leadership as collective cooperation. This is highlighted in the theories of «distributed leadership», «collective leadership» and «shared leadership». The fourth element defines leadership as self-development, a learning process, and adaptation to achieve personal goals, meaning the ability to manage one's own life and development (the theory of «internal leadership», «self-leadership», the concept of «contact leadership»). The author emphasizes that further research will focus on studying the relevance and specific aspects of leadership development among self-employed individuals.
Oleksandra HARBUZIUK, Yevhenii RUDNICHENKO, Nataliia HAVLOVSKA Copyright (c) 2025 Олександра ГАРБУЗЮК, Євгеній РУДНІЧЕНКО, Наталія ГАВЛОВСЬКА https://creativecommons.org/licenses/by/4.0 https://mdes.khmnu.edu.ua/index.php/mdes/article/view/575 Thu, 15 May 2025 00:00:00 +0300 IDENTIFICATION OF THE INVESTMENT PORTFOLIO OF STRATEGIES FOR THE DEVELOPMENT OF THE AGRO-INDUSTRIAL COMPLEX IN UKRAINE https://mdes.khmnu.edu.ua/index.php/mdes/article/view/576
The Strategy for the Development of the Agro-Industrial Complex, which was officially promulgated by the Ministry of Agrarian Policy and Food of Ukraine in 2023, is considered. The main investment portfolios for the development of the agro-industrial complex of Ukraine, which are aimed at increasing the production of agricultural products and processed products, are analyzed. The strategy takes into account the fact that the world needs to address global food security issues, there will be an increase in demand for food, an increase in the technological component and labor productivity due to automation and digitalization of agro-industrial processes, and adverse climatic conditions and climate change may complicate agricultural production. It is established that the main investment areas are investments in machinery and resources for agricultural production, investments in increasing agricultural production itself, investments in deep processing, logistics, and green energy. The investment portfolio proposed in the strategy envisages investments of USD 56.61 billion for the development of these strategic segments of the economy. In addition, the author further analyzed certain strategic goals and objectives of The Strategy for the Development of Agriculture and Rural Areas in Ukraine until 2030 and established the relationship between these strategies. The author draws attention to the implementation of such strategic goals as «Ensuring the sustainability of the agricultural sector, supporting fair income of producers and increasing their competitiveness» and «Modernization of the agricultural sector: development of processing, innovation, digitalization and knowledge exchange» of the Strategy-2030.
Ruslan HAPONIUK Copyright (c) 2025 Руслан ГАПОНЮК https://creativecommons.org/licenses/by/4.0 https://mdes.khmnu.edu.ua/index.php/mdes/article/view/576 Thu, 15 May 2025 00:00:00 +0300 ECONOMIC AND MATHEMATICAL MODELING AS A TOOL FOR FORECASTING THE IMPLEMENTATION OF DEVELOPMENT STRATEGIES IN THE AGRICULTURAL SECTOR https://mdes.khmnu.edu.ua/index.php/mdes/article/view/577
The article provides a comprehensive examination of the role of economic and mathematical modeling as a critical tool for forecasting and evaluating the implementation of development strategies within Ukraine's agricultural sector. The author examines both historical models based on the principles of economic efficiency and modern concepts aimed at ensuring the adaptability of public finances, mobilizing resources for defense, and preserving national integrity. The article conducts a critical review of the literature, elucidates the advantages and disadvantages of the traditional Oates theorem, and analyzes alternative approaches, including the concepts of fiscal resilience, inclusive fiscal federalism, and innovative decentralization. The author notes that excessive fragmentation of fiscal authority complicates the rapid mobilization of resources, whereas centralization may threaten local initiative and the ability of communities to respond swiftly to local challenges. The study emphasizes the necessity of balancing centralization and decentralization in the formation of intergovernmental fiscal relations, which is crucial for ensuring the resilience and adaptability of communities during crises. Institutional mechanisms that promote transparency, accountability, and interaction among various levels of government, as well as the impact of digital transformation on the modernization of public finances, are discussed. The author demonstrates that integrating security imperatives with traditional economic models is essential for building a system capable of adapting to changes in the global security landscape and ensuring social cohesion. The author conducts a retrospective review of the budgetary system, highlighting the features of a centralized financial management model based on directive planning, strict control, and paternalistic approaches to resource allocation. The analysis demonstrates how the legacy of Soviet financial policy has laid the groundwork for the persistence of excessive centralization and institutional remnants that continue to affect modern budget formulation and management processes. Special attention is given to the reform period of the 1990s through the early 2000s, when the implementation of fiscal decentralization principles, program-targeted budgeting, and the gradual expansion of local budgetary authority marked a significant step in modernizing the system. However, the traditional models of centralization entrenched during the Soviet period still create tensions between the need for effective public finance management and the imperatives of democratization and European integration. The article further examines the consequences of martial law, which has prompted a sudden realignment of budget priorities—concentrating financial resources on defense capabilities and social protection, reducing the autonomy of local authorities, and increasing regional dependence on centralized management. Employing a comprehensive methodological approach that combines historical, institutional, and structural-functional analysis, the study identifies the key factors impeding the adaptation of the financial system to contemporary challenges and formulates practical recommendations for overcoming these issues. The findings underscore the necessity of developing a new model of public finances that achieves a balance between centralization and decentralization, enhances transparency and efficiency in budget management, and promotes economic stability at both the national and local levels. The practical significance of the study lies in its potential to inform the development of a long-term financial policy strategy that accounts for both historical prerequisites and the current security and economic realities of Ukraine.
Vladyslav SVICHKAR Copyright (c) 2025 Владислав СВІЧКАР https://creativecommons.org/licenses/by/4.0 https://mdes.khmnu.edu.ua/index.php/mdes/article/view/583 Thu, 15 May 2025 00:00:00 +0300 FOREIGN ECONOMIC ACTIVITY OF INDUSTRIAL ENTERPRISES: INNOVATIVE APPROACHES TO ENHANCING COMPETITIVE ADVANTAGES https://mdes.khmnu.edu.ua/index.php/mdes/article/view/584
The article examines the current problems of foreign economic activity (FEA) of domestic industrial enterprises in the context of globalization challenges and the state of war. Based on the integration of the substantive and process approaches to analysis, a model for studying direct and indirect influences is proposed, taking into account the intermediary role of managers and the perception of the implementation of organizational innovations by personnel. It was found that innovative recruiting solutions contribute to more productive motivation and staff involvement. It is shown that innovative HR solutions of a motivational direction have a positive effect on career development, but have a slowing effect on staff training, which is due to attempts to save financial resources with a clear distinction between management decisions regarding training costs or rewards. It was found that HR decisions on career development involve a reasoned definition of motivational tools, modernization of recruitment methods and involvement of employees in solving strategic goals, but the importance of identifying personnel needs in training was underestimated. Innovative solutions of a social orientation allow personnel to feel like an integral part of the enterprise team, but in most cases such decisions are perceived by managers as less important for achieving better organizational efficiency, therefore, they correlate with decisions on selection and hiring and career development. It is shown that management decisions aimed at personnel training are least perceived by enterprise managers as a factor in ensuring organizational efficiency. The proposed evaluation model sufficiently reflects the main characteristics of the impact of innovative and transformed management decisions on the development of human resources, is fully substantiated using statistical methods and empirically tested on a sufficient amount of data, and therefore can be used to analyze such an impact both at the level of economic entities, and at the regional and industry levels. Strategic directions of innovative transformation of management decision-making in the context of various scenarios of the development of domestic economic activity may become promising further explorations.
Valeria KOZLOVA Copyright (c) 2025 Валерія КОЗЛОВА https://creativecommons.org/licenses/by/4.0 https://mdes.khmnu.edu.ua/index.php/mdes/article/view/593 Thu, 15 May 2025 00:00:00 +0300 TRENDS IN TAX REVENUES TO LOCAL BUDGETS IN THE CONDITIONS OF FULL-SCALE WAR https://mdes.khmnu.edu.ua/index.php/mdes/article/view/588
The study is devoted to the analysis of trends in the formation of the revenue part of local budgets in the context of tax revenues to the general fund in conditions of a full-scale war. The relevance of the study is confirmed by the need to strengthen the revenue part of local budgets to ensure the functions and powers of authorities and local self-government bodies aimed at eliminating the consequences of the war and ensuring a decent quality of life for the population. The goal, objectives and tax mechanisms for the development of the financial sector of Ukraine under the existing geopolitical and macroeconomic conditions are analyzed. The development of municipal finances in the period before the full-scale invasion of the Russian Federation is characterized. Generally positive trends in the formation of the revenue part of local budgets in Ukraine are identified despite the full-scale war. A stable trend of slight growth in revenues to local budgets in 2022-2024 and in the first quarter of 2025 is recorded. Trends in tax revenues to local budgets from the single tax, land payment and real estate tax are analyzed. Trends of moderate growth of revenues to local budgets from the specified tax payments were revealed. The instability of the trend of revenues from personal income tax payments was revealed, and the need to change the regulatory influence to stabilize revenues was indicated. A general conclusion was formed that the identified trends of tax revenues to local budgets under martial law allow predicting a sufficient level of financial stability of communities and ensuring opportunities for the effective exercise of the powers of authorities and local self-government to ensure the basic socio-economic needs of community development. Further analysis of trends in the formation of the revenue part of local budgets should be focused on aspects of non-tax revenues, which will allow obtaining a holistic picture of the problems and prospects for the formation of opportunities for local communities in the post-war reconstruction of Ukraine.
Radmila PIDLYPNA, Kateryna INDUS, Lesya RYBAKOVA Copyright (c) 2025 Радміла ПІДЛИПНА, Катерина ІНДУС, Леся РИБАКОВА https://creativecommons.org/licenses/by/4.0 https://mdes.khmnu.edu.ua/index.php/mdes/article/view/588 Thu, 15 May 2025 00:00:00 +0300 DIRECTIONS FOR IMPROVING THE EFFICIENCY OF BUSINESS PROCESSES OF IT SECTOR ORGANIZATIONS https://mdes.khmnu.edu.ua/index.php/mdes/article/view/589
The article focuses on the key priorities of IT sector organizations, among which one of the most important is ensuring the efficiency of business processes. It is argued that this requires a separate analysis of the dynamics of the development of two components of the IT sector: software production and the provision of services using information technologies. The analysis showed that the dynamics of software development was somewhat higher than the dynamics of the provision of information support services for business activities. It is assumed that this is due to the fact that many Ukrainian software developers worked on outsourcing, fulfilling orders from foreign companies. With the advent of artificial intelligence, the demand for these services has decreased significantly, which has worsened the performance of Ukrainian developers. Other external factors have also become acute, which are systematized with the allocation of the content and consequences of their impact on the activities of the IT sector. It is emphasized that they have worsened the activities of outsourced developers to a greater extent. At the same time, the services of information technology developers have become more in demand. The activities of those IT companies that have gained recognition in the global market and achieved the status of "unicorns" are characterized. Taking into account the growing needs of modern business structures in increasing operational efficiency, information technologies developed by Ukrainian companies that contribute to solving these issues in various functional areas of activity are considered. The evolution of the concept of added value is revealed based on classical economic theories, as well as the idea of economic value added (EVA), which allows considering profit, capital costs, intellectual resources, and innovations into account. Key methodological approaches to structuring the value chain are identified, particularly based on M. Porter's model, which distinguishes primary and auxiliary business processes. It is noted that in the conditions of globalization, the participation of enterprises in international value-added chains is of particular importance, which requires strategic management and technological re-equipment. The article considers the concept of the formation of the theory of added value, the life cycle of a product as a value chain, and the main elements of the global value chain, reflecting the study's general theoretical framework. Particular attention is paid to the industry specifics of livestock farming as a component of the agro-food complex. It is determined that added value in this area is formed based on a multi-stage production and sales cycle, which includes feed production, animal husbandry and breeding, primary and secondary processing, packaging, storage, transportation, marketing, and sales. It is substantiated that the largest share of value growth falls on the stages of processing and distribution, which necessitates the need to review the role of intermediaries and introduce unified approaches to calculating costs and revenues. It has been demonstrated that these approaches will enable the creation of a systemic methodological toolkit aimed at strategic management, considering the principles of resource efficiency. It is emphasized that introducing a circular approach to winemaking reduces the sector's environmental impact by lowering emissions and minimizing the need for new raw materials. Special attention is given to the assertion that transitioning from a linear to a circular model in the viticulture and winemaking complex is a foundation for sustainable strategic development, allowing for waste minimization and optimal use of available resources. The proposed model for the sector justifies the implementation of a set of resource-efficiency measures, including efficient water use, energy efficiency, and the use of renewable energy sources, optimization of material and packaging use. In the context of the circular economy, it is crucial to highlight the integration of renewable energy and circular business models into the planning of winery operations. Many enterprises worldwide are transforming into agri-biotechnological complexes that produce wine and generate a portion of the necessary resources internally. Implementing Environmental Management Systems and corresponding certifications at the enterprise level indicates that a winery is systematically monitoring and improving its environmental performance. The presence of a certified EMS may be regarded as a reliable indicator of effective environmental management. Studies of Italian wineries reveal that approximately 69% of enterprises have already implemented formal environmental management systems; however, greater attention to ecological aspects is still required in many cases. For strategic governance of the sector, it is essential to monitor the share of enterprises adopting such systems and to assess how this affects reductions in resource consumption and pollution. In addition to ISO 14001, there are industry-specific sustainability programs in winemaking, with participation as an indicator of producers’ alignment with sustainable development principles. Monitoring the number of certified wineries and the extent to which standards are met allows for evaluating the effectiveness of governmental and sectoral programs. The circular approach enables the closing of production loops, minimizes waste, and derives additional value from by-products, enhancing the profitability of winemaking enterprises. Blue economy bio-innovations integrate natural processes such as pest biocontrol and waste bioconversion into production, thereby reducing chemical and energy costs while enhancing the image of environmentally responsible products. Improved resource efficiency reduces operational costs and increases the competitiveness of Ukrainian wine in terms of production cost. To implement these principles effectively, it is necessary to apply the developed methodological toolkit proposed in this study, which includes practical recommendations for viticulturists and winemakers on introducing circular technologies, adopting sustainability standards, and using appropriate indicators to monitor progress under significant external challenges.
Nataliia VDOVENKO, Yurii LOPATYNSKYI, Hanna SARKISIAN Copyright (c) 2025 Наталія ВДОВЕНКО, Юрій ЛОПАТИНСЬКИЙ, Ганна САРКІСЯН https://creativecommons.org/licenses/by/4.0 https://mdes.khmnu.edu.ua/index.php/mdes/article/view/600 Thu, 15 May 2025 00:00:00 +0300 ORGANIZATIONAL AND ECONOMIC MECHANISM FOR IMPLEMENTING THE STRATEGY OF INSTITUTIONAL DIGITAL TRANSFORMATIONS OF THE ECONOMY https://mdes.khmnu.edu.ua/index.php/mdes/article/view/601
Successful implementation of the digital transformation strategy of the economy requires the formation of an appropriate organizational and economic mechanism that can flexibly respond and adapt the approach to changing conditions of its implementation, adhering to the general direction to achieve strategic goals and objectives. The article further discusses the practical benefits of adopting the SMART-insure model, such as improved customer trust, operational efficiency, and adaptive marketing strategies. Additionally, it addresses potential challenges in implementation, including technological barriers and resistance to change, while proposing avenues for future academic and industry research to refine digital marketing methodologies within the insurance sector.
Vasyl HOLYAS Copyright (c) 2025 Василь ГОЛЯС https://creativecommons.org/licenses/by/4.0 https://mdes.khmnu.edu.ua/index.php/mdes/article/view/604 Thu, 15 May 2025 00:00:00 +0300 FEATURES OF BANK CREDIT RISK MANAGEMENT IN CONDITIONS OF FINANCIAL UNCERTAINTY https://mdes.khmnu.edu.ua/index.php/mdes/article/view/605
The article substantiates the necessity of developing an organizational and economic mechanism for credit risk management. Based on a comprehensive study and systematization of scientific sources regarding the conceptual foundations of the organizational and economic mechanism, an original definition of the organizational and economic mechanism of credit risk management was provided, and its primary purpose and objectives were substantiated. Through a comprehensive analysis of the banking institutions' functioning specifics, the organizational and economic mechanism of bank credit risk management was structured as a two-level system combining the formation and functioning subsystems, with their primary elements identified. It is noted that the organizational and economic mechanisms of credit risk management function as a unified integrated system, where each element is closely interconnected with others. The organizational mechanism provides a structural basis for managerial decision-making through clear coordination of various bank departments, establishing a hierarchy of powers and responsibilities, and implementing modern work organization forms. In turn, the economic mechanism includes financial instruments, risk assessment methods, a system of limits and standards that ensure quantitative assessment and control of credit risks.

Having developed the mechanism's structure and examined the main elements of the bank's organizational and economic mechanism for credit risk management, we will develop its model. The proposed organizational and economic mechanism for credit risk management should become an integral component of stable banking institution functioning, ensuring risk management effectiveness, improving credit portfolio quality, and the bank's financial security. This mechanism creates a methodological and operational base for effective credit risk management, ultimately contributing to the achievement of the banking institution's strategic goals and ensuring its stable development.
Katerina LARIONOVA, Hennadii KAPINOS Copyright (c) 2025 Катерина ЛАРІОНОВА, Геннадій КАПІНОС https://creativecommons.org/licenses/by/4.0 https://mdes.khmnu.edu.ua/index.php/mdes/article/view/605 Thu, 15 May 2025 00:00:00 +0300 TRANSPORT INFRASTRUCTURE AS A COMPONENT OF THE TRANSPORT SERVICE SYSTEM FOR AGRICULTURAL PRODUCT PRODUCERS https://mdes.khmnu.edu.ua/index.php/mdes/article/view/606
This article explores the distinctive aspects of transport infrastructure as an integral element within the broader transport service framework tailored for agricultural producers. It delves into an analysis of the overall condition of Ukraine's transport system, highlighting regional variations in cost indicators associated with transport services provided to agricultural enterprises. Furthermore, the study addresses key factors influencing transportation safety levels across various modes of transport, emphasizing their unique characteristics and implications for producers in the agricultural sector. Given that all forms of transport play a crucial role in delivering services to agricultural producers, the outlined characteristics can serve as valuable benchmarks in developing more robust strategies for enhancing transport support. This is particularly important in regions where agricultural activities exhibit varying levels of fragmentation. Particular attention is paid to the different levels of accessibility of agricultural producers in different regions of the country, as evidenced by significant differences in tariffs for transport services for agricultural producers, which are stable. Since the tariff policy in the field of transport services affects the prices at which consumers receive agricultural products, this is reflected in the population's food security. Strategic planning based on these characteristics can facilitate the optimization of transport services, ensuring higher quality and more reliable user access. As transport infrastructure continues to evolve and improve, it becomes essential to carefully consider the diverse needs and preferences of the vast array of transport service consumers. Integrating these distinct requirements into the framework of modernization strategies will significantly contribute to the progressive transformation of the transport sector, ultimately leading to more tailored and efficient solutions that address specific regional and industry challenges.
Larysa IVANCHENKOVA, Volodymyr LAGODIIENKO, Tetiana BABAN, Oleksandr BURTSEV, Tetiana GORODETSKA Copyright (c) 2025 Лариса ІВАНЧЕНКОВА, Володимир ЛАГОДІЄНКО, Тетяна БАБАН, Олександр БУРЦЕВ, Тетяна ГОРОДЕЦЬКА https://creativecommons.org/licenses/by/4.0 https://mdes.khmnu.edu.ua/index.php/mdes/article/view/606 Thu, 15 May 2025 00:00:00 +0300 INSTITUTIONAL MECHANISMS FOR REGULATING FOREIGN DIRECT INVESTMENT IN THE EUROPEAN UNION https://mdes.khmnu.edu.ua/index.php/mdes/article/view/607
This article examines the evolution and current state of foreign direct investment (FDI) regulation in the European Union (EU), with a focus on the interplay between supranational policies of the European Commission and national regulations adopted by EU member states over the past decade. Following the global financial crisis of 2008–2009, the EU experienced a notable decline in its role in international capital flows, prompting both political and institutional responses aimed at strengthening investment oversight. This shift is evidenced by the increased regulatory activity at multiple governance levels, including the adoption of the EU Screening Regulation and the establishment of national FDI screening mechanisms across member states.

The study offers a comparative analysis of the EU’s policy responses to two major crises: the 2008–2009 financial crisis and the 2020–2022 COVID-19 and geopolitical crises. It highlights how these events reshaped the EU’s approach to foreign investment, reinforcing the role of strategic sectors such as energy, telecommunications, health, defense, and advanced technologies as areas of heightened scrutiny. These sectors are now increasingly protected from foreign control due to concerns over national and EU-wide economic security.

Furthermore, the article assesses the EU’s position in the global competition for FDI, particularly in contrast to the United States. It discusses the growing regulatory convergence between the two economies while pointing out divergences in approaches to openness and control. The ongoing Russia–Ukraine war has also significantly influenced capital flows into the EU, accelerating institutional reforms in investment screening and heightening sensitivity to political risks associated with foreign ownership.

Special emphasis is placed on the emerging regulatory trend of outbound investment screening—a novel concept for the EU—as well as new instruments aimed at addressing the impact of foreign subsidies on internal market competition. These developments signal a shift towards a more assertive regulatory stance, combining investment openness with enhanced vigilance.

The article concludes with policy recommendations aimed at maintaining a delicate balance between economic security and the EU’s continued attractiveness as a destination for foreign capital. These include promoting transparency, harmonizing national screening practices, and reinforcing cooperation among member states to ensure cohesive and effective investment governance.
Dmytro VASYLKIVSKYI, Sergii VYSHNIUK Copyright (c) 2025 Дмитро ВАСИЛЬКІВСЬКИЙ, Сергій ВИШНЮК https://creativecommons.org/licenses/by/4.0 https://mdes.khmnu.edu.ua/index.php/mdes/article/view/607 Thu, 15 May 2025 00:00:00 +0300 METRICS OF DIGITAL MATURITY OF FOREIGN BANKS IN UKRAINE https://mdes.khmnu.edu.ua/index.php/mdes/article/view/608
This article explores the metrics of digital maturity among foreign banks operating within Ukraine’s financial market, with a focus on the network transformation of the banking sector. It is emphasized that in an unstable macroeconomic environment, increasing risks and competition for investment resources, accounting policies cease to be purely internal accounting regulations. They acquire a new meaning - a strategic management tool that forms the image of the enterprise, ensures trust in its financial statements and serves as the basis for making investment decisions. Particular attention is paid to the agricultural sector as a sensitive and unstable industry that requires a specific approach to accounting due to the presence of biological assets, seasonality of production, significant dependence on natural and climatic conditions and limited access to capital.

The author substantiates the need to adapt accounting policies to the concept of investor privacy - an approach in which all elements of accounting policies should be transparent, accessible for interpretation and focused on users of financial information. It is recommended to include provisions in accounting policies that ensure full disclosure of methods for accounting for seasonal costs, biological assets, government subsidies, depreciation approaches and tax benefits. The importance of the consistency of accounting decisions over time as an indicator of management stability, which enhances investor confidence, is substantiated.

In order to improve the clarity and comparability of financial information, it is proposed to introduce a unified structure of notes to financial statements, which should contain logical blocks related to the assessment of assets, liabilities, income, risks and social costs.
