Abstract

In today's conditions of instability and economic turmoil, the issue of assessing and developing human resources is becoming particularly relevant. Human resources are a strategic resource of any enterprise, on which its competitiveness, resilience to external challenges, and ability to adapt to crises depend. In times of crisis, the need for rapid response to changes, optimization of personnel management, and effective use of human resources increases. The importance of human resources in a crisis period is because it is the human factor that determines the organization's ability to overcome difficulties, recover, and develop. The crisis may be accompanied by staff reductions, reduced funding for training and development programs, and increased psychological stress among employees. At the same time, it stimulates companies to search for innovative methods of personnel management, implement new approaches to assessing employee performance, and develop strategies to improve their professional level. Methods of assessing human resources in times of crisis aim to identify the strengths and weaknesses of personnel, determine the level of competence, and assess the productivity and adaptive capabilities of employees. Among the main assessment methods, one can single out personnel certification using KPIs (key performance indicators), 360-degree feedback, testing of professional and psychological qualities, etc. Regarding the development of human resources, in times of crisis, enterprises are forced to use flexible and cost-effective methods, such as online training, mentoring, personnel rotation, the introduction of non-material motivation, and psychological support for employees. The role of managers in creating a favorable environment for personnel development and forming a culture of adaptability and innovation is vital. Practical assessment and development of human resources during a crisis are key factors for the survival and success of an enterprise. Competent personnel management allows for minimizing the negative consequences of the crisis and using it as an opportunity for renewal and strategic growth.
