PROBLEM ASPECTS AND PROSPECTS OF RESTORATION OF INVESTMENT DEVELOPMENT OF AGRICULTURAL ENTERPRISES IN UKRAINE IN CONDITIONS OF FINANCIAL INSTABILITY

Abstract

The article focuses on the development of agricultural enterprises. It is noted that the sustainable development of the business is largely correlated with the appropriate level of investment activity of the business entity. In agriculture, the degree of renewal of fixed assets depends on investment activity and modernization of the material-technical and technical-technological base of production, increasing production capacity, respectively, increasing the volume of production and sale of agricultural products, increasing profits, and, therefore, the formation of financial funds for the reinvestment of funds. Based on these principles, the purpose of the publication is to identify problematic aspects and justify management decisions on the restoration of investment activities and the development of agricultural enterprises in Ukraine in conditions of financial instability. The problem of the functioning and development of domestic agricultural enterprises during the existing financial and economic crisis is shown. The directions and means of restoring the investment development of Ukrainian agricultural business entities in the conditions of a critically high level of financial instability have been determined. It is shown that in the conditions of a full-scale war, changes took place that significantly worsened the financial environment (both internal and external) of Ukrainian agricultural business entities. The leading ones were: the loss of sea and air transportation, the significant complication and increase in the cost of the logistics of selling products for export; direct and immediate destruction of industrial buildings, deterioration of land quality, etc. It is argued that these and other factors affected the deterioration of the operating conditions of domestic agricultural enterprises, including the weakening of their investment potential. It has been established that in order to overcome or at least alleviate certain problems and restore the investment development of domestic agricultural enterprises, a set of investment policy measures should be implemented in the following directions, as intensification of work on the foreign investment market, growth of economic and, accordingly, investment mobility of business, increasing the level of energy and resource independence, application of alternative forms and tools of investment, diversification of business in the direction of development of processing of agricultural products. The relevant policy toolkit provides for the following measures: development of investment programs for cooperation with leading foreign systems of distribution and logistics, production and retail of agricultural products; search and implementation of opportunities for vertical-horizontal business diversification in the domestic market, etc.
