The presented article notes that the development of innovation parks is one of the key elements of the modern economic strategy of many countries, since they are the main platforms for the implementation of innovations, technology transfer and entrepreneurship development. Innovation parks are created with the aim of concentrating scientific, research, educational and production resources to stimulate scientific and technological progress, develop startups and promote the integration of new technologies into various areas of business and society. They contribute to the formation of effective ecosystems in which research institutions, government agencies, enterprises and investors interact to achieve common innovation goals. The purpose of the presented work is to form a methodological framework that would provide a basis for determining the essence of the development of innovation parks. The methods presented in the work are analysis, screening, deduction, induction, comparison, logical, comparison, graphic. The methodological foundations of the development of innovation parks consist in the selection and application of such principles and approaches that contribute to the maximum use of the potential of innovation systems and institutions, as well as taking into account the specifics of the economic environment and the needs of modern markets. An important aspect is the formation of legal and institutional conditions, stimulation of investments in high technologies and support for startups, as well as the organization of effective partnerships between universities, enterprises, the government and other stakeholders. In the context of globalization and rapid technological change, innovation parks should become not only centers for the creation of new products and services, but also important centers for the development of human capital, training of highly qualified personnel, attracting foreign investment and integrating national economies into the world economy. Therefore, the development of effective methodological approaches to their creation and development is an extremely urgent task for scientists, practitioners and government agencies.
