PROVISIONS OF THE ORGANIZATIONAL AND ECONOMIC MECHANISM OF THE STATE POLICY FOR THE DEVELOPMENT OF THE TOURIST COMPLEX

The article focuses on issues of formation and implementation of the state policy of managing the development of the tourist complex on the example of the Carpathian region of Ukraine. The purpose of the study is to substantiate the provisions of the organizational and economic mechanism of the state policy of the development of the tourist complex of the region. A model of the organizational and economic mechanism of the development of the tourist complex of the Carpathian region of Ukraine has been developed. The structure of the elements of the organizational and economic mechanism of the state policy of ensuring the development of the tourist complex of the region has been worked out. The sequence of implementation of measures of each of the blocks of the mechanism has been identified. The task of the organizational unit was determined - to build an effectively functioning and full-fledged organizational and management subsystem of the managed development of the tourist complex of the region. The task of the economic block is determined - the formation of effective economic incentives, safeguards and counterbalances for the initiation, acceleration and course of the processes of development of the tourist complex of the region. It has been proven that the measures of the organizational and management block of state policy are the creation and institutionalization of the organizational structure of management and policy coordination, the development of a system of regulatory and methodological provisions, the establishment of cooperation in functional directions, the organization and preparation of "large" projects, the establishment of interactive mapping-monitoring and control of the processes of managed development of the tourist complex. In turn, measures of an economic (stimulating) nature relate to stimulating the preservation and improvement of the resource potential of tourism, coordination (intensification of the application) of economic tools for the development of tourism, overcoming depression and sustainable development of the territories of the region, supporting projects to modernize the general and tourist infrastructure on the basis of public-private partnership , stimulation of vertical-horizontal diversification in tourism business and related sectors, types of activities, development of small tourism business with emphasis on "difficult" territories, specific categories of population, socially significant objects.
