Abstract

The activation of Ukraine's European integration aspirations once again highlighted the urgency of the issues of our country's significant lag behind the member states of the European Union, not only in financial and economic terms, but also in terms of indicators of human development and social security. This issue is especially relevant in the context of a long period of full-scale military aggression against Ukraine, as a result of which millions of people became forced migrants, including to countries near abroad. Uncertainty regarding the duration of active hostilities and the continuation of large-scale destruction of objects of the real sector of the domestic economy will only worsen the situation, in particular, in the issues of the outflow of the working-age population from Ukraine - a key group of fillers of the Pension Fund budget. In view of this, it is important today to form programs and plans for the return of the population to the country in the post-war period and to understand the differences in the processes of regulating the pension burden in European countries in order to assess the possibility of adapting them to Ukrainian realities and to speed up the processes of justifying opportunities and measures in the direction of optimizing the pension burden in Ukraine both during martial law and in the post-war period.

The purpose of the study consists in the analysis of key indicators of the pension burden in Ukraine and certain European countries, the identification of key differences and disparities in order to understand the possibilities and prospects for improving the situation in our country

In the article carried out the distribution of a number of European countries by indicators of the share of the elderly population. Indicators of the use of migrants as a workforce were studied in order to reduce the level of the pension burden on economically active citizens. Grouping of the studied countries was carried out according to the indicators of the share of recipients of pension payments in the general structure of the population. The high efficiency of pension systems in Germany and Italy was noted, the study of their experience is necessary in the context of optimizing the pension burden in Ukraine.
