CONCEPTUAL ORIENTATIONS OF THE STATE POLICY OF MODERNIZATION OF THE INTERNAL TRADE SYSTEM

Trade is becoming an increasingly complex process due to changing consumer needs and demands, as well as the increasing impact of globalization. Thus, the integration of the domestic market into the world economy is intensifying, which mainly determines the vectors of its transformation. In the article, the modernization of the internal trade system is defined as a process of systemic and structural changes aimed at the implementation of the latest approaches to the functioning and development of internal trade and increasing resource opportunities for its renewal and modernization on the basis of the active implementation of advanced technologies and innovations. Factors (prerequisites) of the modernization of the internal trade system include institutional-legal, organizational-management, economic-resource, market, socio-economic. If we consider the target guidelines of state policy, then they are aimed at creating a management system that is able to perform tasks stably and in an organized manner, to ensure the achievement of goals and the strategic goal of implementing regulatory measures. Therefore, the priorities of the state policy of modernization of the domestic trade system are proposed to consider (1) activation of technical and technological development of domestic trade, (2) increase of innovative activity and efficiency of innovation implementation of industry subjects, (3) accumulation of human capital and development of intellectual, creative and creative activity in industry, (4) improvement of infrastructural support for modernization and renewal of the industry, (5) development of a system of resource support for the introduction of innovations and structural changes in the industry. Such a policy provides for the coordination of the interests of all participants, and thus ensures the joint solution of complex tasks.
