INFORMATION TECHNOLOGIES OF THE TRANSPORT PERSONNEL MANAGEMENT SYSTEM AS A LEADING INDUSTRY OF THE NATIONAL ECONOMY OF UKRAINE

The development of personnel management technologies is characterized by modern trends, among which such as technological progress can be distinguished; mobility and other features of the new generation; new orientations in communications and group work of personnel. The identified trends are intertwined. Technological progress primarily changes people themselves, their habits, mobility in communications. In addition, the structure of the organization and its information environment are changing.
The most acute problems of enterprises during the economic crisis include the loss of qualified specialists, a decrease in the level of staff motivation and, as a result, insufficient initiative of employees when solving production problems.
Today, the traditional foundations of building a personnel management system are undergoing radical changes due to the ever-growing market of information products, technologies and solutions. Therefore, transport companies are forced to change the approaches, methods and procedures of the personnel management system in accordance with the needs of modern business in conditions of instability and uncertainty (military actions, consequences of the pandemic and other crisis situations).
The importance of transport as an important component of the national economy of Ukraine is determined. The role of modern information technologies in the field of transport is emphasized. It has been proven that the specific working conditions of transport enterprises, which are manifested in all the main aspects of personnel management (production-economic, political, administrative-legal, social and psychological), complicate the process of personnel management in the conditions of increased competition in the market of transport services. A brief description and examples of the use of means of transport monitoring, intelligent security systems, traffic management systems, information navigation systems are given. The theoretical and methodological foundations and practical tools of information technology application in personnel management are highlighted. The role and place of information technology in personnel management is defined. The main measures to create an effective system for the use of various types of information technologies in personnel management are described. The definition of information technologies is provided. The list of advantages of using information technologies in personnel management is determined.
