THE DEVELOPMENT OF THE HUMAN CAPITAL REGULATION SYSTEM OF THE INDUSTRIAL ENTERPRISES AS THE BASIS OF THEIR ECONOMIC SECURITY DURING THE INFORMATION ECONOMY TRANSFORMATIONAL CHANGES

The article presents the author's views on the essence and specificity of the human capital of the enterprise. The relevance of the development of the human capital regulation system of industrial enterprises is determined. The triune symbiosis of the categories "information economy", "development of human capital" and "economic security of the enterprise" has been proven. It is well-founded that Ukrainian society is currently undergoing transformational reforms associated with its rapid informatization, digitalization, and intellectualization. All these processes are marked by an increase in the specific weight of innovative, creative, highly intellectual and highly informative components in all processes.
It has been updated that the information society is the foundation of the information economy. Changes in the economy have a significant positive impact on the activities of every industrial enterprise. And it is human capital, its quality and the work of its regulatory system that currently depends on whether transformational changes will be a guarantee of the economic growth of the enterprise, or will bring significant damage to its economic security.
The stages of functioning of the human capital development system are outlined. It has been proven that under the conditions of the information economy, such a system should focus on the continuous improvement of the information capacity of employees, their innovative and creative capabilities, adaptive and cognitive qualities, which will serve as the foundation for using the possibilities of transformational changes in order to increase the economic security of industrial enterprises. The vectors of goals for the development of human capital of industrial enterprises have been determined. The basic characteristics of human capital, relevant for the conditions of transformational changes in the economy, are highlighted.
