FEATURES OF INFLUENCE OF MIGRATORY POLITICS ARE ON DEVELOPMENT OF PRODUCTIVE FORCES OF SOCIETY AT TERMS OF WAR

Abstract

The article examines the peculiarities of the impact of migration policy on the development of the productive forces of society under conditions of war. Conducted research on migration processes in the country shows the existence of major problems in the context of the formation of migration policy. An important point is that the formation of the migration policy includes a wide range of goals, such as the protection of refugees, the fight against illegal migration and human trafficking, assistance in return and the search for synergies between migration and development. It should be formed on the basis of the preservation of the nation, the elimination of professional and qualification gaps in the structure of labor markets, overcoming the risks of disintegration of the economic and socio-cultural space of the state.

It was established that the social upheaval of the population, which was caused by the war, caused changes in all spheres of the economy, led to the destabilization of labor markets, which contributed to the decline of the country's economy. Mass migration affected a significant decrease in highly qualified personnel, deterioration of the country's intellectual and personnel potential, and led to a shortage of specialists in a number of professions. Already now, one should think about who should rebuild and develop the country after the war, which needs, first of all, major economic reforms in all spheres of the economy, and the labor shortage may become an obstacle to this.

In order to improve such a situation, it is necessary to provide employment to the population, stimulate its activity, fully utilize the labor potential, which will generally lead to economic growth. In addition, in view of the war in the country, especially in its southeastern part, it is worth paying considerable attention to internally displaced persons, improving the social support of the population, encouraging and stimulating the return of forced migrants. Those who have not lost touch with Ukraine will most likely return: they have family, faith in victory and the desire to live in a free and independent country. Establishing a safe life, solving the issues of lost housing, providing work and a decent salary will lead to the normalization of life processes and the return of a significant part of migrants.

In order to achieve success in the formation of migration policy, the article develops measures that will allow for the formation of an effective migration policy, which will contribute to the development of the productive forces of society, which will be reflected in economic growth, social stability and an increase in the standard of living of the population.
