Abstract

The article emphasizes the importance of establishing and expanding innovative technological activities and the benefits that can be obtained and further increased from this. The need for a quick recovery of innovation and technological activity in Ukraine from the position of improving the ability to protect one's own sovereignty and overcome hybrid risks and threats was noted. The analysis of the latest research proved that scientists pay considerable attention to the issues of innovative and technological activity, and considering the current state of Ukraine and the importance of innovations and technologies in the conditions of war, the relevance of research significantly increases. The systemic obstacles to the restoration of innovation and technological activity in Ukraine under modern conditions include the low activity of enterprises in the creation and use of advanced technologies and intellectual property objects, the extremely low volume of scientific and technical works, small volumes of sales and the insufficient effectiveness of the introduction of domestic innovative products in real life sector of the economy, the deterioration of intellectual and personnel support for innovation and technology activities, the underdevelopment of the processes of forming a full-fledged system of intellectual property market elements, insufficient and difficult access to investment support for the implementation of innovation and technology projects, the lack of infrastructure for intersectoral and cross-functional innovation and technology cooperation. It has been proven that the methodological basis of state administration should contain a well-founded array of arguments about the system of obstacles to the restoration of innovative and technological activity, the formation of which will allow to strengthen the quality of state strategies and programs aimed at ensuring economic development and rapid post-war recovery.
