INSTITUTIONAL AND ORGANIZATIONAL ASPECTS OF THE ENVIRONMENT FOR THE FORMATION AND REALIZATION OF THE POTENTIAL OF THE INFORMATION AND COMMUNICATION TECHNOLOGIES SECTOR

The article substantiates the institutional and organizational aspects of the environment for the formation and realization of the potential of the information and communication technologies (ICT) sector, taking into account the participation of the state in the processes of digital development and technological transformation of the economy. In the context of the institutional framework, the priority goals of state administration and regulation of digital development should be considered to be the formation of the regulatory and legal framework for the course of processes of digitization of the economy and its compliance with modern realities; improvement of institutions of digital transformation; adoption and implementation of strategies, target programs, concepts for the development of the information and telecommunications industry, the formation of a digital society; standardization of administrative services in the field of innovative activity and transfer of IR technologies; guaranteeing the protection and protection of ICT property rights. The creation of an organizational platform proves the ability of state institutions to ensure the completeness of the organizational and management system of e-government; creation of a body responsible for coordinating and regulating the processes of digitization of the economy; deregulation and simplification of the procedures for obtaining permits and approvals of ICT implementation and distribution processes; implementation of stimulation and motivation in the field of digital economy development; establishment of interaction, cross-functional coordination and effective partnership of subjects of the digital environment; introduction of organizational-consultative and informational-methodological support for the creation and implementation of ICT; carrying out systematic monitoring and control of the development of the ICT sector.
