Abstract

The study revealed the relevance of the issue of activation of innovative and technological development in the regional economic system. The purpose of the study is to substantiate the theoretical and applied principles of the regional policy of forming the institutional environment for the development of innovative activities in the regional economy. Based on the analysis of the existing theoretical and methodological bases of the analysis of innovative development, the bases of the regional economic policy of the development of innovative and technological activity were identified. The alternatives of strategizing the formation of the institutional environment for the development of innovative activities in the region are indicated. The elements of the typical toolkit of the regional policy of stimulating innovative development in organizational and economic aspects are summarized. It is shown that the institutional environment of innovative activity in the region is formed under the influence of state management factors and social and market transformations. It was concluded that the organizational toolkit is focused on improving the system of state control over the course of innovation and technological development processes in the regional economy, as well as on the establishment of a system of institutions for financial, resource and consulting support for innovatively active businesses. It was established that the economic toolkit is focused on the growth of business motivation to create and implement innovations, as well as the formation of conditions under which innovatively active economic agents have advantages in competitiveness and production and economic efficiency. Identified obstacles, principles and results of the regional policy of forming a high-quality institutional environment of innovative activity. It is substantiated that the criteria of rationality of the regional policy regarding the modernization of the institutional environment of innovative activity are the observance of the basic principles of regulation, namely, in the part of the organizational block, the formation of a full-fledged organizational and management system; formation of a regional public-private institutional innovation system; development of platforms for institutional cooperation of stakeholders within the technological chain of creation and implementation of innovations and the economic block - strengthening of connections in the system: innovativeness ↔ competitiveness; formation of a competitive environment in the markets, in strategic industries; strengthening the competitive advantages of the R&D sector.
