ON THE QUESTION OF MODERNIZATION OF PUBLIC POLICY FOR THE DEVELOPMENT OF HEALTH CARE IN UKRAINE

Abstract

Attention to the issues of formation and implementation of the public policy of reforming and developing the sphere of health care in Ukraine has been updated. The purpose of the study is to substantiate the directions and means of modernization of the public policy of the development of the sphere of health care in Ukraine. The positive changes and shifts that occurred and are occurring in the domestic sphere of health care during its reform are indicated. These include: formation of hospital districts; improvement of approaches to the financing of domestic medicine through medical guarantee programs; legalization of the pricing of medical services and the parameters of reimbursement of medicinal products; legislative standardization of automation (independent formation of staff lists and estimates) of operational functioning of medical institutions; positive changes in the system of state regulation of the development of the pharmaceutical sector (establishment of indicative pricing, deregulation of state registration of medicinal products, increased transparency of drug purchases, introduction of a system for reimbursement of the cost of purchasing essential medicines by the population, etc.). At the same time, the key problematic aspects of the functioning and development of the health care system in Ukraine, which are still preserved and hinder its further progress, are also summarized. This is the preservation of intellectual and personnel potential, providing the system with sufficient qualified personnel resources; formation of full-fledged financial support, its rational redistribution and responsible use; achieving a high level of quality of public administration and public control; presence of significant disproportions in the range and quality of medical services; insufficient level of standardization of medical services, their compliance with modern high-tech practices; lack of formation of the economic mechanism of the health care system based on the principles of accessibility and inclusion, but also efficiency. The means of a better public policy for the development of the health care sector in Ukraine, which are aimed at eliminating identified systemic obstacles, have been defined and substantiated. But they should be implemented according to the following directions of reform: institutional-legal, spatial-structural, qualitative, professional-structural, preventive, intellectual-personnel, technical-technological, sectoral-structural.
