MODERNIZATION OF THE STATE ECONOMIC SECURITY MANAGEMENT SYSTEM: CRITICAL SOCIAL THREATS

The study updates the problems of ensuring the economic security of the state, however, with an eye on the social, in particular, the human-centric aspect of the country's development. The purpose of the study is to identify and substantiate recommendations regarding the state policy of leveling critical social threats in the economic security management system of Ukraine. It is shown that achieving the appropriate level of economic security of the national economy is the leading task of the authorities.
At the same time, these issues are especially relevant in the field of social security, when the issues of substantiation and implementation of effective and high-quality state policy mechanisms for the modernization of the social security system relate to the ability to form its appropriate system and ensure the effective use of the nation's human potential. The main problematic aspects associated with the growth of critical social threats in Ukraine have been identified. A matrix of SWOT analysis of prospects and the most critical social threats characteristic of Ukraine has been compiled.
The presence of systemic defects in Ukraine, which generate critical social threats, has been proven, and their list has been determined. It is pointed out that the presence of these defects is due to systemic deficiencies in the system of public administration in general and in the social sphere in particular. These shortcomings of public administration have been identified. The directions and measures of the state policy of modernization of the management system in the sphere of guaranteeing social security in Ukraine have been determined.
It has been proven that the effective regulation of critical social threats is based on the formation of a high-quality and comprehensive system of the social sphere for the rational organization and planning of the state policy of social development. It is expedient to differentiate such a system into, first, systemic and structural components of social efficiency (the sphere of income and expenditure of the population, the labor market and employment; the system of social security, social insurance and equalization of social differentiations, etc.) and, secondly, on the dynamic and structural components of ensuring social development (the formation of the middle class and the development of private entrepreneurship; the development of civil society and its institutions; cultural, humanitarian, spiritual and physical development, etc.).
