THE TASK OF THE SOCIAL AND HUMANITARIAN POLICY OF PRESERVING THE HUMAN CAPITAL OF UKRAINE IN THE CONDITIONS OF WAR

The research emphasizes the problem of aggravation and the need to solve the problems of preserving the human capital of Ukraine at the current stage of functioning and development of the country's socio-economic system in the conditions of war. The purpose of the research is to substantiate the tasks of the social and humanitarian policy in the field of preserving the human capital of Ukraine in the conditions of war.
It was concluded that the full-scale war caused a deep socio-economic crisis and a large number of IDPs and refugees from Ukraine abroad, a large part of which is focused on life and employment outside the country. The further development of these processes will lead to a critical deterioration of the human capital of Ukraine, a weakening of its demographic stability. The new tasks are substantiated, as well as the parameters of the formation and implementation of effective mechanisms, tools and means of the social and humanitarian policy of preserving the human capital of Ukraine, necessary for the post-war reconstruction of the country and its regions, in particular in terms of mitigating the migration crisis, stabilizing internal forced displacement and high social vulnerability, are outlined. IDPs, preventing a humanitarian catastrophe and increasing threats to national unity, leveling threats to relocated business and minimizing the risks of increased destabilization of the country's socio-economic system, stabilization of the internal labor market in war conditions, and post-war recovery of Ukraine's socio-economic system.
The scientific novelty of the research results lies in the identification of solutions in the state policy system of ensuring social and humanitarian development in the critically difficult conditions of a full-scale war.
The applied value of the research results consists in the identification of strategic priorities, challenges and tasks of stabilizing the social and humanitarian situation in Ukraine, taking into account spatial and structural features.
