CONSEQUENCES OF THE DIGITAL DIVIDE AND WAYS TO OVERCOME IT

Abstract

The article examines the problem of the digital divide, its causes, and directions for overcoming the negative consequences of this phenomenon. The nature of the digital divide is quite complex and debatable; therefore, the exact identification of the causes of its occurrence is the main stage for timely recognition, study, and application of effective solutions. The digital divide in Ukraine and throughout the modern world is quite large. It has been proven that there is a strong correlation between the digital divide and poverty. Governments in countries where the digital divide has tangible consequences need to act decisively by developing and implementing e-government tools to increase public readiness for modern information and communication technologies (ICTs), encourage and train the use of ICTs, and support the development of ICT skills in a convenient way. The task of governments should be to create and deploy accessible electronic services and understandable ICT content. In addition, they should help develop an appropriate and non-discriminatory environment for e-government through regulatory frameworks, strategic directions, and government guarantees. E-government can be a similarly powerful tool for bridging the gap, such as providing affordable broadband. There is a strong emphasis on providing children and young people with wide access to world-class online learning both at home and in schools. Because in this way there will be a qualitative change in the level of education among society and the digital barrier will decrease, and as a result - its negative consequences. Another essential step towards reducing digital inequality is the creation of mobile broadband networks. But there are obstacles on this path - the introduction of new generations of communication requires quite a lot of resources from all market participants, so this process can take a long time. Today, the whole world is moving towards the introduction of national broadband LTE coverage (4G). The study lists the key elements of the development of e-government as a determining factor in overcoming the digital divide. To create a sustainable society, governments and stakeholders must focus on ensuring equal opportunities for youth and future generations.
