DIRECTIONS OF INSTITUTIONAL CHANGES IN THE SYSTEM OF STATE REGULATION OF DIGITALIZATION PROCESSES

The article focuses on the processes of digitalization of the economy and their role in ensuring the country's competitiveness. The positive consequences of digitization for the development of the national economy are highlighted. The analysis of the latest research and publications on the functioning and development of digitization was carried out, and a conclusion was drawn about the need to substantiate new tools and means of state regulation of the development of the information economy sector of Ukraine, more adapted to modern realities. The directions of institutional changes in the system of state regulation of the processes of digitalization of the national economy of Ukraine have been determined, which are grouped in relation to legal (formation of full-fledged legislation on digitalization; adoption of the Strategy for the preservation and effective use of the intellectual capital of the country; adoption of the law "On planning, development and control of the functioning of elements of the infrastructure of digital transformation", elimination of legal restrictions on the development of digitization; introduction of an institutional and legal mechanism for the development of: PPPs, high-tech startups, ICT support investment infrastructure, resource support centers for the digitization of the economy) and organizational (creation of an interagency body for planning and control of the implementation of the digitization policy and the formation of the necessary intellectual capital; introduction of an institutional and organizational mechanism for the integration of ICT and business, creation of an institution for coordinating the spread of digitization in the eco economics and society; activation of digital cooperation of ICT, large and small businesses, entities involved in the creation and implementation of ICT technologies, implementation of monitoring processes of the spread of digitization) character. Along with the directions, the objects of regulation (intellectual capital, infrastructure, educational and scientific and technical development) are identified, which are of decisive importance in achieving the necessary institutional changes in the system of state regulation of the development of the information economy sector of Ukraine.
