BASIC PROVISIONS OF THE FORMATION OF THE SYSTEM OF COMPETITIVENESS OF THE NATIONAL ECONOMY

The article substantiates the importance of studying the provisions of the formation of the system of competitiveness of the national economy and taking into account the aspects of globalization and digitalization. At the same time, it is important to form new methods of the policy of ensuring competitiveness on the existing, already approved, theoretical and methodological basis. A conceptual decomposition of the competitiveness of the national economy is given, which indicates the level of competitiveness (national economy; economy of the region, territory; industries, sectors of the economy; enterprises and their associations; goods (services)) and functional and structural aspects of competitiveness (technological, financial, tax, intellectual and personnel, production, trade, investment components). Today, the concept of competitiveness is used, on the one hand, at different levels of the system hierarchy of management, and, on the other hand, in different functional and structural aspects. The author’s position is that the competitiveness of the national economy is the most generalizing and integral characteristic, which is established at the lowest level and develops (strengthens) as the competitive positions of economic entities, industries and sectors, regional economic complexes strengthen; at the same time, it is provided in the functional and structural plane. Conceptual approaches to the substantive interpretation of the concept of «competitiveness of the national economy» are summarized and divided according to functional concepts, theories of competition, nature of analysis, etymology of competitiveness, and time characteristics. The substantive characteristic of competitiveness is reduced to the ability to win in the competition for resources (investments, intellectual and personnel potential, raw materials, energy, technical and technological base) and sales markets (consumers of products, goods, services).
