DEREGULATION OF ENTREPRENEURIAL ACTIVITY AS A BASIS FOR SUPPORTING AND RESTORING THE NATIONAL ECONOMY OF UKRAINE

The study is devoted to the issues of deregulation of entrepreneurial activity as a basis for supporting and restoring the national economy of Ukraine. The article analyzes the stages of implementation of the state deregulation policy in Ukraine, the formation of the legislative framework for its implementation. The author notes positive changes in the regulatory environment and reduction of interference of state authorities in the activities of business entities. It is proved that the military aggression of the Russian Federation has become an unprecedented threat to the functioning of the business environment in Ukraine, as evidenced by the downward trend in the registration of business entities, the growing number of bankrupt, displaced and ceased operations. The author substantiates the need to introduce effective regulatory instruments to create a favorable regulatory environment in Ukraine. The author analyzes the measures taken in 2022 to support the financial stability and business activity of business entities, including financial ones, in order to adapt them to functioning under martial law. It is established that the deregulation of the business environment involved the introduction of a number of measures to abolish the requirements for obtaining licenses and permits for most types of activities, liberalization of labor relations, abolition of inspections and absence of sanctions for late submission of reports, simplification of requirements for food labeling, and digitalization of public services. The analyzed measures of deregulation of entrepreneurial activity are rightly identified as the basis for the formation of a favorable regulatory environment under martial law. The author outlines the strategic directions for further deregulation of entrepreneurial activity in Ukraine on the basis of a risk-oriented approach for the development of business self-regulation, which involves the formation of a transparent licensing system and the development of partnerships between business entities and state regulatory authorities. Their implementation is necessary to support and restore the national economy of Ukraine.
