Abstract

The article examines the strategic aspects of transforming the planning system of an enterprise’s logistics potential under conditions of increasing environmental uncertainty, supply chain complexity, and the growing importance of adaptive management decisions. Logistics potential is conceptualized as an independent systemic category of strategic management that reflects an enterprise’s ability to form, coordinate, and transform material, information, and financial flows in accordance with long-term development objectives. Unlike traditional approaches that consider logistics mainly as an auxiliary operational function or as a component of overall economic potential, the study substantiates the need to distinguish logistics potential as a specific object of strategic planning and management. The research justifies the transformation of conventional planning approaches toward a multilevel system that integrates strategic, tactical, and operational horizons of logistics potential development. Particular attention is paid to identifying and systematizing the key structural components of logistics potential, including material and technical resources, logistics processes, information and digital infrastructure, human capital, organizational and managerial mechanisms, and integration capabilities within supply chains. It is argued that the interaction of these components generates a synergistic effect, which determines the overall effectiveness and resilience of the enterprise’s logistics system. The article also analyzes the relationship between the level of external environmental instability and the duration and detail of planning horizons. It is shown that increasing uncertainty necessitates greater flexibility in logistics planning, a shorter strategic horizon, and enhanced coordination between tactical and operational decisions. The proposed conceptual framework enables enterprises to align logistics planning with strategic goals while maintaining responsiveness to dynamic market conditions. The practical significance of the study lies in the applicability of the proposed conceptual provisions for improving logistics management systems, reducing logistics costs, enhancing service levels, and strengthening the competitive position of enterprises. The results may be used as a methodological basis for further development of tools for assessing and managing logistics potential in the context of strategic enterprise development.
