METHODOLOGICAL AND APPLIED PRINCIPLES OF COOPERATION OF TERRITORIAL COMMUNITIES

The purpose of the study is to substantiate the methodological and applied principles of cooperation of territorial communities.
Approaches to understanding the territorial community are generalized - legal, managerial, political, social, economic, integration, scientific. A comprehensive understanding of the territorial community implies an emphasis on an integration approach. Areas of community activity are identified, namely law-making, budget-making, managerial, informational, organizational, economic, infrastructural, environmental, security, cultural, as well as cooperation and integration. In the framework of determining the features of cooperation of the territorial community, the essence of the concept of cooperation is revealed.
The definition of cooperation of territorial communities as a system of relations that arise within the community and in interaction with the external environment with direct or indirect participation of local governments, which have specific forms aimed at effective use of endogenous potential of communities involved at the highest stage. in the case of neighborhood, integration processes are allowed.
It is shown that the territorial community remains a relevant object of research in the theory and practice of public administration. The activities of territorial communities involve a number of areas. Opportunities for cooperation, forms, spheres, the directions of which are clearly regulated by law and the level of involvement of the communities themselves are becoming increasingly important. The stimulators of cooperation of territorial communities on the external vector are resources. Communities are given the opportunity to join forces and resources to achieve common goals.
The applied significance of the research results is to identify ways, forms, stages and areas of cooperation of territorial communities in Ukraine.
