Abstract

The war has significantly impacted the field of human resource and personnel management. Mobilization processes have introduced adjustments in business entities' personnel management systems and created a shortage of human resources. However, to develop a comprehensive human resource management system, it is necessary to analyze the pre-war state of management spheres, which will allow for a deeper understanding of the causes and shortcomings. Examining human resource management before the onset of hostilities makes it possible to assess initial conditions, strengths and weaknesses of the system, and identify potential challenges and growth opportunities. Therefore, the economic diagnostics of the pre-war state of human resource and personnel management at the macro, meso, and micro levels is a relevant area of research in today's conditions.

The aim of this study is to conduct an economic diagnostics of the pre-war state of human resource and personnel management at the macro, meso, and micro levels. The analysis of the pre-war state of human resource and personnel management in Ukraine revealed that unemployment had already been rising before the war started. This indicates problems in the social protection sector, which require improvements in employment policies, support for the working population, and the development of effective digital employment programs. The conducted analysis also highlighted the significant potential for further development and modernization of human resource and personnel management in Ukraine.

The study has identified the necessity of implementing reforms in the public administration system (reducing bureaucracy, increasing transparency, and combating corruption), investing in education and healthcare (improving access to education and healthcare, enhancing workforce qualifications, and ensuring reliable social protection), developing the IT sector (creating favorable conditions for IT sector growth, preparing skilled professionals, and attracting investments), and tackling the shadow economy (establishing favorable conditions for business operations, reducing tax burdens on businesses, and strengthening tax compliance control).
