THE BASIS OF MANAGEMENT INTERACTION FOR SPATIAL DEVELOPMENT OF TERRITORIAL COMMUNITIES IN THE CONTEXT OF POST-WAR RECONSTRUCTION OF UKRAINE

The article is dedicated to the study of management interaction, which forms the basis for spatial planning and development of territorial communities in Ukraine, particularly in the context of post-war reconstruction.The research examines key management mechanisms aimed at ensuring effective coordination between different levels of government, civil society, and international partners.Spatial planning is defined as one of the main components of sustainable development, based on the integration of European regional development standards and the principle of subsidiarity.
The article highlights contemporary issues, including the duplication of functions between government bodies, inadequacies in strategic documents, the obsolescence of the General Planning Scheme for Ukraine's territory, and the incongruity between budget funding and delegated powers.Special attention is given to the development of novel approaches to spatial planning, which take into account the security context, demographic transformations, and the necessity for innovative solutions for the development of affected regions.
The article emphasizes the necessity of adapting European best practices, including programming, financial management, and investment project implementation. It recommends the restoration of the State Regional Development Fund on a competitive basis and the establishment of specialized institutions to facilitate international cooperation and community development.The research findings demonstrate that effective management interaction is a key element in integrating Ukraine into the European space, ensuring transparency in resource use, and fostering sustainable territorial development. In the future, it is proposed to improve the strategic planning system, which includes multilevel governance, modern digital technologies, and effective implementation of investment projects for sustainable development.
