STRATEGIC GUIDELINES FOR THE DEVELOPMENT OF THE DIGITAL ECONOMY IN THE EU

The importance of the development of the digital economy for the EU in the context of the evolution of the world economy and the deployment of digital transformations is substantiated. It was noted that the EU considers the digital transition as one of the most important tasks that will contribute to the construction of a new economic model, which requires the EU to form a strategic course for the development of the digital economy. The purpose of the work is to generalize strategic orientations and determine the features of the formation of a common course of development of the digital economy in the EU, which is the basis for further research into the directions of supranational policy in this area.
The connection of the main strategy of the green course with digital transformations of the economy in various directions is demonstrated. The strategic plan of the EU and the policy of the Digital Decade are characterized. The European approach to the development of the digital economy is outlined, based on a specific set of principles, values, social guidelines, protection of the rights and interests of Europeans. The activities of the main EU bodies and legislation in the digital sphere are characterized. It was noted that for the implementation of the policy of the Digital Decade, monitoring of digital transformations in the EU and at the level of the member states regarding the achievement of common goals is provided.
It was determined that the EU's course on the development of the digital economy affects the content of foreign policy and its role in maintaining the world order. Therefore, the main directions of the EU's external relations in the digital sphere and forms of international cooperation, in particular multinational projects, are outlined. To promote digital transformations, the EU cooperates with various international organizations, expands bilateral relations with a number of Western countries and Asian allies, supports the Eastern Partnership and cooperation with the countries of the Global South. The EU cooperates with the WTO to create conditions for the development of international trade in the conditions of digitalization. The EU actively cooperates with the UN and the International Telecommunication Union to create standards and rules for the use of digital technologies.
