ANALYSIS OF THE REGULATORY ACTIVITIES OF THE TRANSCARPATHIAN REGIONAL STATE (MILITARY) ADMINISTRATION IN THE CONDITIONS OF MARTIAL LAW

The article is devoted to the urgent problem of optimizing administrative and regulatory impacts on economic entities to prevent economically inefficient regulatory acts, which requires a thorough analysis of benefits and costs to find optimal regulatory models. This problem is of particular importance in regions where, as a result of the war, both the population and the number of economic entities have sharply increased. It is found that the strategic plans and programs of the executive authorities and local governments of the Transcarpathian region are aimed at promoting the development of entrepreneurship, attracting investments, housing construction, and reproducing and preserving the socio-cultural heritage of the community. The undeniable importance of regulatory activities by authorities and local governments under martial law and post-war recovery is proven. The real state of planning and implementation of regulatory activities of the Transcarpathian regional state (military) administration under martial law is analyzed. It was found that regulatory activity generally complies with the norms of Ukrainian legislation on establishing rules for carrying out economic activity to improve the business environment, 7 regulatory acts developed by structural units of the regional state (military) administration are in force. It was shown that this allowed to provide acceptable living conditions for internally displaced persons and to organize assistance in business relocation. Systemic shortcomings in the organization of planning and implementation of regulatory activity were identified regarding reporting to the State Regulatory Service of Ukraine and compliance with the requirements for planning and monitoring the achievement of quantitative and qualitative indicators of the effectiveness of regulatory acts. It is recommended to focus on the types of economic activity most vulnerable to military influences, identifying them using economic and statistical research. Further research is proposed to be carried out to analyze the possible impact of regulatory projects on improving the socio-economic environment.
