Abstract

An analysis of the structure of sources was carried out and the prospects for the ability to effectively service Ukraine's external public debt were determined. Ukraine has taken an active position regarding membership in the European Union, being a country that needs large-scale reconstruction. In this context, there is an opportunity (or right) for Ukraine to use investment tools in "green reconstruction", with a real guarantee of reducing its debt burden. Taking into account the results and conditions of the long-term credit agreements concluded between Ukraine and the EU with preferential terms acceptable for implementation, their revision is not a priority and requires restructuring. Such negotiations are expedient, first of all, with external creditors of the budget - international financial organizations, whose claims must be served and repaid in the coming years. It is necessary to start conducting them already at this stage, because the climate goals of sustainable development can be laid down in a holistic concept. An alternative to paying significant sums in the future is to use a part of such funds for the "green reconstruction" of the destroyed infrastructure of the territory of Ukraine liberated from the aggressor. Under conditions of real membership in the European Union, Ukraine will also have more chances and opportunities to work on the confiscation of Russia's assets (and its citizens) abroad, and to use them in the future, including to cover financial expenses for credit obligations and servicing its own external public debt. There will be a need to restructure the external public debt, but it will also be possible for the country's government to work on approving a temporary grace period, with the resumption of payments and debt repayments only after the recovery of Ukraine's economic growth.
