The article specifies the definition of the concept of “health care system”. The health care system is defined as a set of state, communal and private organizations that make up a certain hierarchical formation, interact with each other as subjects and objects of management and implement medical, financial, organizational, socio-economic and other measures aimed at supporting optimal working capacity and social activity of a person thanks to the restoration of his physiological and psychological functions. The article defines the goals of the functioning of the health care system of Ukraine for further delineation and ordering of strategic and tactical tasks of its continuous development, as well as for highlighting the main and additional functions of the system. There are the main goals of the functioning of the health care system: ensuring the availability of medical care for all citizens; provision of high-quality medical care; ensuring own economic efficiency; constant improvement of population health indicators; promotion of financial security of patients; ensuring quick and effective response to any crisis situations. There is a list of tasks, the implementation of which ensures the achievement of each of the specified goals. One determines that the functions of the health care system are subordinate to its main goals and reflect its orderly, regular and organized behavior during interaction with the external environment. It is proven that organizing the functions of the health care system in accordance with the main goals of its creation will allow in the future to carry out a more qualitative analysis of the effectiveness of the system`s functioning, to determine the most promising directions for improving the interaction of its individual elements, which will ensure more effective use of limited financial, human and time resources in the conditions reforming the industry.
