CONSTRUCTION OF INTEGRAL INDICATORS SOCIAL-ECONOMIC POTENTIAL OF TERRITORIAL COMMUNITIES

The article analyzes the socio-economic potential of territorial communities (TC) in Ukraine in the context of decentralized governance, which ensures effective solution of local problems and active participation of citizens in decision-making. The study has formed integral indicators of the socio-economic potential of territorial communities, which allowed a comprehensive assessment of their development. The taxonomic method was used to construct these indicators. The proposed algorithm for building integral indicators includes 7 main stages, namely: selection of TС for building integral indicators; formation of a matrix of indicators characterizing the SEP; standardization of indicators; building an integral indicator of social and economic factors by the identified TС; determination of the most important criteria; construction and verification of the reliability of the correlation-regression model of dependence of the SEP as a resultant value; interpretation of integral indicators. Each stage is implemented step by step, and all stages are interdependent. To interpret the integral indicators, a scale from 0 to 1 is defined. A value closer to 1 indicates a high level of socio-economic potential, and a value closer to 0 indicates a low level of socio-economic potential. The analysis of the integral indicators showed a negative trend and a decrease in the socio-economic potential of TС during the study period. The values of these indicators fall far short of the upper threshold level of 1, which serves as a benchmark in the proposed models. The results of modeling the integral indicator in communities located in the territories in the area of military (combat) operations or under temporary occupation, encirclement (blockade) indicate critically low values. Thus, in the Donetsk region, in particular, in Pokrovska TС, the integral indicator decreased from 0.402254 in 2020 to 0.120331 in 2023, which indicates an urgent need to find and develop anti-crisis measures and development strategies to increase the potential of communities in the war and post-war periods.
