FORMATION OF A COMPETENT MANAGEMENT APPROACH HUMAN RESOURCES IN THE ORGANIZATION'S HR-ENGINEERING SYSTEM

The article analyses the formation of a competency approach to human resource management in the organization's HR engineering system. The importance and, at the same time, the complexity and specifics of human resources management, especially in the context of accelerated progress in the development of science, technology, information and digital technologies, is manifested in the substantial change in the content of work, and as a consequence, the requirements for the professional competence of employees. The essence and preconditions of the emergence of human resources management based on the competency approach are revealed. It is noted that the concept of "professional competence" is at the heart of a competent approach. The actual definition of the concept of "professional competence" is proposed, which is interpreted as a set of certain competences (economic, legal, social and communicative, professional knowledge, skills and abilities, as well as personal professional qualities), which are manifested through an appropriate model of employee behaviour in the labour process in order to achievement of certain results of labour activity.
Views on the structure of competence depending on the views of different authors on the definition of the concept in the human resources management system are presented. The competencies of employees and the organization's competencies are synchronized in the organization's HR-engineering system in order to optimize personnel management as a whole. A step-by-step technology for creating organizational competencies in the HR-engineering system within the competency-based approach to human resource management has been developed. The key competencies and skills of the organization's personnel in the HR engineering system have been determined. A hierarchy of concepts of the subject area of HR research was conducted based on the competence approach as a prerequisite for ensuring the competitiveness of the organization.
