STRATEGIC PRIORITIES OF INTEGRATED SPATIAL DEVELOPMENT ON THE BASIS OF ACTIVATION OF AGGLOMERATION PROCESSES

The article analyzes the strategic priorities of integrated spatial development based on the activation of agglomeration processes. The key problems that hold back the socio-economic development of the regions and the state in general, as well as weaken the integration of regional spaces into the all-Ukrainian. First of all, these are: growing asymmetry in the levels of development of regions and territories; monocentricity of economic growth; limited interaction between territories; uneven access to quality services, a significant lag in the standard of living of the majority of the population of underdeveloped areas from the standard of living of the urban population; low level of solvency of the population; chaotic development of historical settlements; unrealized transit potential of individual regions; low level of interregional cooperation; inefficient use of the potential of coastal areas, etc.
It has been proven that the main directions of the formation of the integrated economic space of Ukraine in conditions of instability are: overcoming economic disproportions of spatial development based on the coherence and complementarity of decisions at different levels of management; justification of approaches and mechanisms for stimulating spatially integrated economic development of Ukraine; clarification and development of new priorities for smart specialization of territories based on the priorities of spatially integrated economic development of communities, regions and the country during the war and post-war recovery; justification of effective forms of spatial integration in the socio-economic aspect, taking into account both territorially oriented and security approaches.
Emphasis is placed on the importance of agglomerations in the process of integration of spatial development, taking into account its potential for the synchronized development of adjacent territorial communities. The importance and relevance of: (1) creation and use within the agglomeration of a joint system of territory planning, economic development, culture and tourism, organization of public transport, protection of public order, system of communal infrastructure; (2) scientific substantiation of the mechanisms of applying a coherent approach to the development of strategies of territorial communities, comprehensive plans for their spatial development, and actually agglomeration development strategies; (3) coordination of strategic and spatial planning.
